I think he means like t-com 12v batteries, they are fine to use, not everyone can afford to run the best like XS Power

i don't know what the final outcome was, but I know at some point it was discussed whether a battery had to be rated for automotive use. For example the Northstar's were telecom batteries. but they had another series that was marketed for vehicles. for examples NSB90 is rated for telecom. G3100 and G2700 were automotive batteries.
I'm not sure if they were ever ruled against or if the case was dropped.
