I read the rules but i could not find an answer,so here it goes...

What is the max height limit for an extreme dashboard build up?

The lowest point of the top of the dash may not be located any lower than 3 inches (7.62 cm) below the horizontal plane defined by the bottom of the windshield.


So you can build up to the horizontal plane defined by the bottom of the windshield.. thats the highest point...

So if i make a flat windshield with less surface(less height and width) than the OEM i can raise the dashboard up to the lowest point of the windshied,correct?

Correct, as long that you respect this rule : The unobstructed viewing area for the front windshield must be 4 square feet (0.3716m^2) or larger.
