I initially thought the same thing after a some measurements and a little testing its not too far from my seat position before the rule change.
I did use a design that required the driver's seat to be all the way back and it acted as a loading wall for the sub firing to the left.

Anybody with experience with regulations for importing a panda? I'm having difficulties.

Also, is it easier to buy it from Japan?

if you want to register it you will need a friend in Canada, if you want a trailer queen you shouldn't have many problems.
